INTRODUCTION
Globally, local and state governments are realizing the power of local clusters, and are implementing initiatives to strengthen and foster the national and institutional structures that underpin them.
More than 2500 cluster initiatives have been mapped globally. They differ across sector, region and process, and each with their own unique characteristic.
What is clear however is the overwhelming body of evidence showing the success of cluster initiatives, and their value as a highly cost effective economic development tool.
What is less certain are the methodologies to measure the impact of cluster initiatives that are by necessity long term and underpinned by a focus on strengthening the social cohesion of a regional or economic system.
